Congrats to Luke and Meghan who were the first to correctly identify this as This Film Is Not Yet Rated (2006), the documentary / expose on the MPAA rating board. That last line is Jack Valenti talking about himself. It's an unintentionally ironic last line given the topic.

It's not Tropic Thunder, This Film has Not Been Rated is about freeing REALITY from CENSORSHIP and Roger Rabbit was pre rating system. Cecil B. Demented would be my guess based on what I know of the film's content.

I'm pretty sure it's This Film Is Not Yet Rated, I usually never know these so I had to post my answer even though it's already been said.

BTW, that Melancholia trailer is very interesting, I've been waiting for that one. Thanks for the link ZiZo Ziyad!

THIS FILM IS NOT YET RATED.

Though I understand why Tropic Thunder has been guessed, the first scene of that film is not a trailer but an ad for the fictional drink "Booty Sweat" - which worked perfectly at the cinema because it comes after a heap of real life ads. After that comes the fake scenes from the actor characters from the film.
