Topping the list of great living actors still nomination free:
Jeanne Moreau
Gong Li
Gael Garcia Bernal
Colin Farrell
Fanny Ardant
Mads Mikkelsen
Nathalie Baye
Irfan Khan
All from abroad. But among the deceased whose lack of nominations I feel most keenly, a couple of American names come to mind right off the bat:
the eternally under-appreciated Dana Andrews, who spent the decade from early 40's to early 50's giving one great performance after another(Ox Bow Incident,Laura,A Walk in the Sun,The Best Years of Our Lives,Daisy Kenyon,Where the Sidewalk Ends)
and Marilyn Monroe (who, in addition to the magic she dispensed on a regular basis, deserved to win for her first big starring role "Don't Bother to Knock" in '52 and her last "The Misfits" in '61. If ever a performance could be called sublime it was that one.

Donald Sutherland in Ordinary People was devastating! It was even more devastating that he wasn't nominated for that masterpiece of a performance.

Yes it's Donald Sutherland. Though Emily Blunt must come really close this year.
Hugh Grant and Joel Edgerton should've been nommed this year.
The cast of The Help even has a better showing at the Golden Globes.
The overall snub of SILENCE hurts me. RT Nat's tweet. Even to think about it, Passengers has more noms than Silence lol

Ha, I'm living for that Emma Stone shade. Even though I thought she was charming in LA LA LAND, I feel she doesn't get dragged enough for her yellowface. (I'm Chinese, so seeing my Asian sisters struggle to get roles and then It Girls like Emma Stone waltzing in and stealing work from them really chaffs my ass.)

Totally agree with every last performer mentioned thus far, especially Donald Sutherland, my beloved Kirsten Dunst, and the great Gong Li, but the one that personally hurts the most (barring the departed Alan Rickman) is Steve Buscemi. He should have won for Ghost World - every time I think about Voight and Hawke sneaking into Supporting Actor in his place in 2001 it just hurts so bad. My top three favourites that the Academy has always ignored are Buscemi, Delroy Lindo and Ray Winstone.

Certain perennial un-nominees are always a role or two away from knocking it out of the park and Christoper Plummer-ing their way to the Oscar stage. I'm thinking of the likes of Donald Sutherland, John Goodman, Ewan McGregor, Peter Sarsgaard, etc. Character actors who've worked with everyone basically. It's easier for them to score, especially if they're likable dudes who've been at it for years.

But yes, Gong Li is the correct answer. Isabella Rossellini, paging David O. Russell again.
